On Monday, the NYPD and Mayor Eric Adams shared news about catching a group of drive-by thieves. These thieves stole cell phones from people without them knowing and later cleared their bank accounts using the stolen devices.

Police sources revealed that a criminal operation targeted victims in four out of the five boroughs, with more than half of the incidents occurring in Manhattan. The suspected leader, Victor Parra, identified as a recent migrant from Venezuela, allegedly used WhatsApp to instruct other migrants to swiftly navigate the city on scooters, carrying out drive-by thefts of phones, purses, and other valuables.
“The message will read: ‘I have money ready, go get them.’ The crime spree starts with scooter operators earning $100 a day, and the actual phone theft fetching between $300 to $600,” explained NYPD Chief of Detectives Joseph Kenny. “The stolen phones are later taken to Parra’s home.”
Parra, who resides at 2970 Bronx Park East, seems to have hired someone to hack into phones and get access to financial info and banking apps.
